Four Million Homes – new resident opportunities and empowerment programme

20 April 2023

In April the government is launching a new opportunities and empowerment programme called Four Million Homes targeted at improving engagement with social housing residents. This will help residents learn how to take an active role in how their home is managed through a series of workshops, forums and online resources.

The Social Housing White Paper committed to empowering social housing residents by providing new opportunities for them. To fulfill this commitment, the Confederation of Co-operative Housing (CCH) has used funding from the Department for Levelling Up, Housing and Communities (DLUHC) to create the Four Million Homes programme.

The programme aims to facilitate effective engagement between landlords and residents and empower residents to hold their landlords to account. It will offer various learning and support activities and provide residents with information on ways to get involved and exercise their rights.

The NHF participated in the Resident Opportunities and Empowerment Programme Advisory Board organised by the CCH. The purpose of this Advisory Board was to offer insights and recommendations on the programme’s development rather than to give formal approval or endorsement.

We support the main goals of the Four Million Homes programme to help facilitate effective engagement between residents and their landlords. We will continue to work constructively with CCH to support the successful delivery of this programme.
