Raising accessibility standards for new homes – briefing for housing associations

Changes to planning legislation in order to make new homes more accessible have been announced by the government.

The move towards making the accessible, adaptable design standard M4(2) was first proposed in 2020. Campaigning coalition, Housing Made for Everyone (HoME), which the NHF and Habinteg housing association are members of, have long called on the government to take action to address the growing shortage of accessible homes.

The planned changes would mean all new homes will be required to have step-free access to all entrance level rooms and facilities. Our briefing details the new policy, and how it will affect housing associations. We will continue to engage with the government as regulations are drawn up.
