Voluntary Right to Buy policy updates

As Voluntary Right to Buy continues to develop we know that housing associations need clarity on the decisions that are being made and what they can start to do now to prepare for implementation.

Voluntary Right to Buy (VRTB) is being jointly designed by housing associations, the National Housing Federation and the Government to ensure the scheme works effectively for housing associations and their tenants.

We’ve prepared a briefing on the latest thinking about the design of the VRTB, and what members can start to do to prepare. It covers five key stages in the process:

  1. Establishing a local sales policy
  2. Before an application is submitted
  3. The application process
  4. Operating the portable discount
  5. Replacing homes sold.

It reflects working level discussions with government but does not represent an agreed approach by ministers, and may therefore be subject to change. This section of the website will be updated as more details are confirmed.
