Code of governance: promoting board excellence for housing associations

This code is based on clear requirements and provisions and allows our members to demonstrate the highest standards of governance through adopting it.

We have revised the code as part of our commitment to reflect the experience of the sector, emerging best practice and changes in the operating environment. This new version provides a substantial update to the 2010 edition.

The overall code of governance is split into the main requirements and key provisions for each area. This latest revision:

  • emphasises the importance of boards and their strategic control
  • includes more detailed provisions for groups, which may have several boards within them
  • is relevant for housing associations regardless of size and complexity.

We have provided a separate section on guidance, notes and useful resources which corresponds to each section of the code. This section is not part of the main code, and does not require explanation of non-compliance. Organisations may choose to follow the guidance and notes wholly or in part, depending on their size, type and complexity and their existing policies.

We have sent all our members a printed copy, and further printed copies are now available to purchase.
