Tenancies and tenure

This page provides information and support to members in dealing with tenancy management issues.

Since April 2012 for an association taking part in the current Affordable Homes Programme there have been four options for new lets and relets:

  • full assured social rent
  • fill assured affordable rent
  • fixed-term social rent
  • fixed term affordable rent.

Housing associations not involved in the investment programme will have a choice between full assured social rent and fixed-term social rent. In all cases, existing tenancies are not affected and will remain full assured social rent tenancies.

The Budget announcement in July 2015 indicated that the government also planned to review the use of lifetime tenancies in social housing with a view to limiting their use. The Federation has argued that housing associations as independent social businesses are best placed to decide the appropriate form of tenure for their tenants and that the existing flexibilities should be retained.
