Census guidance for hostel and care home managers and for assisting residents

The census is a survey that happens every 10 years and gives a picture of all the people and households in England and Wales. The next census takes place on 21 March 2021.

There is advice on completing the census for managers of communal establishments, and specific information for care homes, hostels and refuges. They cover how census packs will be delivered, who has to fill in the census form, how to fill in the management questionnaire and some information on how to help people fill in the survey.

There is also advice for residents and for people with no fixed address, who can visit a hostel on census weekend and how to use a mobile phone to complete the census.

Communal establishments don't include sheltered accommodation. These are considered to be households.

Help with the census

Census Support Centres will field general queries, offer help to fill in online or paper forms and discuss other ways to support people. Some phone support will be available from 1 March, but the centres cannot open fully during lockdown.

There is additional information on completing the census for someone else, for people who manage establishments where someone has asked for help with filling it in and for people helping someone who lacks the capacity to answer for themselves. There is also information on accessible formats and different languages.
