Regulations introduced to implement Residential Personal Emergency Evacuation Plans

On 4 July 2025, the government introduced the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025. These regulations will bring forward the Grenfell Tower Inquiry’s recommendation that personalised emergency evacuation plans (PEEPs) should be provided for residents who would not be able to evacuate independently in an emergency. These new regulations are set to come into effect on 6 April 2026. 

The government has also published guidance to support the implementation of these regulations and is seeking feedback on areas that need clarification. It is not asking for input into changes to the policy itself. 

Due to the tight timeframe, we’re working mainly with our Building Safety National Group to develop our response. However, if you have suggestions or questions about the guidance, please send them to us by 25 July, ahead of the 8 August consultation deadline.

The government has confirmed that there will be funding available to social landlords to support them to implement these measures. We expect more detail in the next few weeks and will keep members updated on any developments.
