The Lyons Housing Commission, an independent group of 12 housing experts chaired by Sir Michael Lyons, was first convened in 2013 to advise on how a future government might bring about a sustainable increase in house building in England. The commission published its findings in 2014.
In December 2015, responding to the Government’s ambition to create one million new homes by 2020, the members of the Commission reconvened on a wholly independent basis to consider whether current policy initiatives were enough to reach that target and, if not, what other measures could be considered. They published a short report summarising the members’ findings in February 2016.
The members of the commission have now produced a further report considering what measures the Government can take to promote the building of more homes. Building on recommendations from their previous reports, the paper sets out a number of proposals for the Government to consider as part of its upcoming White Paper on housing.
