We’re reviewing our Code of Governance. The first phase of the three-phase consultation process is now open until 13 March.
Housing association staff, board members, residents, stakeholders and anyone else interested can share their views via our online questionnaire. Full details of the consultation process – and a list of consultation questions – are available in the documents below.
The Federation’s Code of Governance is widely used in the housing association sector, and the current edition was published in 2015.
The purpose of the code is to provide clear requirements and provisions for housing association boards, to ensure the highest standards of governance.
We are reviewing the code with a view to publishing a new version, which will reflect timely issues affecting our sector, such as accountability to residents, health and safety, and equality and diversity in our organisations.
We have designed a three-stage consultation process to ensure that all of our members – as well as residents and stakeholders – have the opportunity to feed into this review.
To ensure everyone has the opportunity to feed into the review constructively, we’ve designed the consultation process in three phases:
The first phase of the consultation – on the core principles framing the code – is open until 13 March. You’re invited to share your views on these principles, and other questions, via our online questionnaire.
Our consultation document provides the context of this review, and we have collated the list of questions in the online questionnaire so you can consider and prepare your answers in advance.

Following this phase of the consultation, we’ll begin drafting the code with support from a consultancy. This drafting process will involve input from our expert consultants and our advisory group, which we will bring together in the coming weeks. The advisory group will consist of housing association staff, governance experts, residents and tenant representatives, and other stakeholders.
There will be another opportunity to feed into the code’s development in the spring, when you will be asked for input on the draft code as part of phase three of the consultation process.
This will be followed by analysis and testing of the new code, which we will conduct with our advisory group.
