Environmental Outcomes Reports – what are they and what do they mean for housing associations?

Environmental Outcomes Reports (EORs) are a new proposed requirement in the planning process set to be introduced under the Levelling Up and Regeneration Bill. EORs would sit alongside other proposed changes to the planning system covered in the Bill, including the creation of a new Infrastructure Levy, devolution, and the government’s levelling up commitments.

Part five of the Bill, which outlines EORs, predominantly makes provision for regulations to be drawn up which will define the scope, form, reporting and application of EORs. These regulations will then be subject to consultation.

The Bill had its second reading in the House of Commons on 8 June and there will be an opportunity for closer scrutiny during the Committee stage.
