Spending Review 2025

12 June 2025

On 11 June, the Chancellor announced the Spending Review, detailing the government’s spending plans across a number of areas including defence and healthcare. Housing formed a key part of the announcements, with measures including a £39bn investment in the Affordable Homes Programme (AHP), a ten-year rent settlement with annual increases capped at CPI+1%, a consultation on how to introduce rent convergence, full funding for the Warm Homes Plan, and equal access for social landlords to building safety remediation funding.

The Spending Review also committed £100m for homelessness prevention and £2.5bn in low-interest loans for social housing providers to support housebuilding.

Members can find a summary below of each of the key housing announcements. You can also read our full press response to the Spending Review. If you have any questions, please get in touch.
