Code of Conduct 2026

Housing associations want to ensure that everyone who works for, or represents, them is held to the highest standards of conduct.

The NHF Code of Conduct sets those standards for our members and applies to individuals, board members and residents involved in the organisation’s work.

We have reviewed the code in partnership with members, residents and stakeholders to ensure it meets today’s expectations around behaviours, culture and accountability, is accessible, and reflects the current regulatory environment.

It sets out guidance according to five key themes:

  • Acting in the best interests of residents and the housing association.
  • Behaving with integrity.
  • Treating others fairly, with respect and empathy.
  • Taking responsibility for the impact of your actions.
  • Acting with diligence and care.

The code will help housing associations meet their regulatory obligations to have an appropriate code of conduct in place by October 2026 as set out in the new Competence and Conduct Standard.

It is intended to be a practical resource that members can adapt locally, with resident involvement in its development and adoption.
