New guidance on managing organisational competence in building safety

The Industry Task and Finish Group (ITFG), of which the National Housing Federation (NHF) is a steering group member, has published new guidance to support organisations in meeting the Industry Competence Committee principles.

Who is the ITFG?

The ITFG is a cross-sector group made up of 50 professional bodies, regulators and organisations. It was formed in response to the new building safety regime, with a shared aim to develop clear, practical and consistent approaches to managing organisational competence across the built environment.

Why has the guidance been developed?

The guidance responds to the Building Safety Regime’s requirement for organisations to manage competence. It takes high-level principles and translates them into practical, day-to-day actions that organisations can apply. The aim is to support improved competence and stronger building safety outcomes across the sector.

What does the guidance cover?

The guidance sets out the key elements organisations should consider when implementing effective competence management. This applies to both SMEs and large organisations. It includes:

  • Defining the competence required for different roles and activities.
  • Assessing and verifying competence.
  • Monitoring and maintaining competence over time.
  • Embedding competence management into organisational practice.

Effective management of competence is a key factor in delivering health and safety, building safety and quality outcomes. It underpins the safety, performance and reliability of buildings across the built environment.

Next steps

The guidance will help inform the future development of a British Standard on managing competence in organisations. Organisations and individuals are encouraged to share feedback, based on their experience of using the guidance, via the BSI Competence Hub.
