Regeneration

Regeneration has a critical role to play in preserving and improving homes, strengthening communities and supporting the delivery of new affordable housing.

As regeneration becomes increasingly important for our members, we are proactively engaging with the sector to better understand its impact on housing associations – the scale of current challenges and barriers, as well as opportunities it can provide. We want to ensure that this work complements existent activity across the housing sector and supports the change needed to enable regeneration over the long term.

In 2026, we’ve been speaking to members and partners about the growing challenge of regeneration.

These conversations have highlighted a shared concern: the need to regenerate ageing homes and neighbourhoods is increasing, while the barriers to doing so at the scale needed remain significant. As expectations on existing housing stock continue to grow, housing associations seeking to invest in both existing and new homes face difficult decisions.

We are keen to hear from members who can demonstrate what has worked, what has been blocked, and the difference that regeneration makes to residents. If you would like to share an example as part of our work, please get in touch.

What do we know so far?

We began this work by publishing a discussion paper that set out proposed programme of work, informed by our conversations with housing associations. The aim of the paper was to lay out our strategy for influencing the government and partners, while ensuring it reflects members' experiences and ambitions.

In September 2026, we invited members to read the discussion paper and share views on:

  • Whether we have accurately identified the key challenges and barriers affecting regeneration.
  • Whether our proposed programme of work focuses on the right issues and activities.
  • The areas where we can add the most value through policy, influencing, evidence gathering and member support.

You can download and read the discussion paper below.

Summary of our regeneration roundtables

This work was followed by our regeneration roundtables. Around 60 chief executives and directors from regions across the country took part across five sessions in September 2026. These conversations highlighted sector feeling that regeneration is urgent, it is the right thing to do for communities, and it will not happen at scale without dedicated, long-term funding.

Thank you to everyone who joined us at these roundtables. If you were not present but would like to read what we heard, as well as our next steps informed by this feedback, please log in and download the attached document below.
